Toronto needs housing, and it needs it on land the city already has. That is the logic behind the biggest zoning shift this city has seen in a generation. Since June 2025, owners in nine Toronto wards can build up to six units on a single residential lot with no rezoning, no Official Plan amendment, and no public meeting. If the building fits the rules, it goes straight to a building permit. Why Sixplex Design Matters in Toronto

Toronto's housing shortage is not a forecast, it is the current condition. The city has targeted 285,000 new homes by 2031, and low-rise infill is core to reaching it. Sixplexes deliver real units on serviced lots inside established neighbourhoods, without the land assembly, tower crane, or five-year approval timeline of a mid-rise.

For owners and investors, the appeal is straightforward.

  1. Land optimization

    You already own the most expensive input. A sixplex spreads that land cost across six rent rolls instead of one, often the difference between a property that carries itself and one that does not.

  2. Financing access

    Most owners miss this one. CMHC's MLI Select program requires a minimum of five units. A fourplex does not qualify. A sixplex does. The fifth and sixth units open the door to the most favourable purpose-built rental financing in the country.

  3. Long-term value

    Purpose-built rental holds demand through market cycles better than single-family resale. A well-designed sixplex is an income asset with an exit, not a house you added rooms to.

  4. Reduced approval risk

    Where a sixplex is as-of-right, a compliant design skips rezoning entirely. That is the single largest timeline saving available in Toronto low-rise development.

Understanding Toronto's As-of-Right Sixplex Rules

In June 2025, City Council adopted amendments permitting up to six units and four storeys in a residential building as-of-right, but only in nine of the city's 25 wards. The City's Multiplex Housing page confirms they are in force.

The first question on any sixplex is not how big your lot is, but where it sits.

Those wards sit mostly in Toronto and East York. Everywhere else the ceiling is still four units, and other wards can opt in over time. So the first question on any sixplex is not how big your lot is, but where it sits. Send us your address and we will confirm what your property allows.

If you are not in a sixplex ward, you still have options. A fourplex is permitted citywide, garden and laneway suites can add units, and the City's Expanding Housing Options in Neighbourhoods initiative opens other paths.

The zoning envelope still applies

Toronto as-of-right sixplex permission changes the permitted use. It does not suspend the rest of Zoning By-law 569-2013. Your design must still respect:

  • Front, side, and rear yard setbacks
  • Lot coverage and floor space index
  • Soft landscaping and permeable area
  • Angular planes and separation from neighbouring buildings
  • Waste storage, servicing, and amenity requirements

Miss any one of these and you are filing a minor variance. Sometimes that is the right call, but a sixplex zoning Toronto review at concept stage usually tells you whether six units fit the envelope before you spend money finding out. Parking and development charges

Toronto removed minimum parking requirements for most new residential development, so a sixplex generally does not need to provide parking spaces at all.

Where parking still matters to your tenant profile or resale strategy, there are ways to get it without surrendering rentable area. Car elevators, stacked and mechanical systems, tandem stalls, and laneway-accessed pads all work on constrained lots. Council has also exempted sixplex units from development charges and parkland dedication, which materially improves economics on small builds. Both are policy positions that can change, so confirm current requirements for your property before relying on them.

Ontario Building Code considerations

Here is a point that catches many owners off guard. A three-storey sixplex within the area limits is typically designed under Part 9 of the Ontario Building Code. Push to four storeys and it generally falls under Part 3, which brings different requirements for fire resistance, exiting, sprinklers, and structural design.

How much does sixplex design cost in Toronto?

Fees depend on scope, site complexity, new construction versus conversion, and whether variances are required. A straightforward as-of-right new build costs less to design than a heritage-adjacent addition needing Committee of Adjustment support. We quote fixed fees by phase after a site review, so you know your cost before you commit. Contact us for a project-specific quote.

Do I need a zoning review?

Yes, and it should come first. Every sixplex design Toronto project should open with a zoning review, because it tells you what you can actually build before design begins. Skipping it is the most common and most expensive mistake we see in Toronto multiplex design.

Can I build a sixplex as-of-right?

Only if your property is in one of the nine permitted wards and your design fits the zoning envelope. Both conditions must be met. Outside those wards, four units is the current citywide maximum unless the ward opts in.

How long does the permit process take?

For a fully compliant as-of-right sixplex, expect a few months from submission to issuance, depending on Toronto Building's workload and how clean the set is. Add roughly four to six months if a Committee of Adjustment application is required. We give you a realistic schedule at feasibility, not an optimistic one.

Can you help with CMHC MLI Select?

Yes. We design with MLI Select scoring in mind and coordinate the architectural and engineering inputs your lender and energy consultant need. Sixplexes qualify because they meet the five-unit minimum. We are not mortgage brokers and do not give financing advice. We make sure the building supports the application.

Do you provide construction drawings?

Yes. We produce full permit and construction documentation, including details and specifications your builder can price and build from.

Can you coordinate engineers?

We do more than coordinate them. Structural and MEP engineering are delivered in-house through our engineering division, so the disciplines are aligned before anything reaches the City. We coordinate external specialists such as geotechnical, arborist, and surveying consultants where a project needs them.

Do you handle parking on tight lots?

Yes. Toronto does not require parking for most new residential development, but where you want it, we assess car elevators, mechanical and stacked systems, tandem stalls, and laneway access during concept design, so you can weigh the cost against the rentable area it consumes.

Yes. Garden suite design is a core service. On lots where a sixplex is not permitted, a garden suite or laneway suite is often the strongest way to add density and income.
